We "solve" part of that problem by:

*TOPICS= a,b,c,d,..,whatever,MISC
*DEFAULT-TOPCIS= ALL,-OTHER

typoed topics, or no topic goes into the "reserved" OTHER topic, and
unless the person is in DIGEST mode or reset their own topics, they don't
see them.

MISC would the be explicit topic that posters would use when their
posting doesn't fall into the focused ones.
