I am sending this using outlook Express and I am sending the source for the html
site not the a copy and paste of the site.

There is no great trick to it. You cannot send HTML via the web interface.
Use Outlook or Outlook Express, or any other email program that will allow
you to create HTML email. Create your email and send to the list.
