Code '28' is a common return-code in the VM/CMS Operating System,
and is usually attached to the "file not found" error-message.
 
So, if you know that LISTSERV keeps an "index" to the notebook-archives
of a specific mailing-list, then it is possible for this "index" to become
unsynchronized with the actual notebook files, usually through manual
intervention by the list-owner (or the LISTSERV-manager), e.g., deleting
older notebook files.  The remedy is for the list-owner (or the LISTSERV-
manager) to issue the 'REFRESH listname' command, to tell LISTSERV to rebuild
the "index".  Since the "Database Search Facility" has detected this lack of
synchronization, it will rebuild the index.
Simply resubmit your search, and the error-message should not reappear.
