I am just using the PUT method.    Right now only one person is getting the

What method are you using to add the new listowner?

Here's how I'd do it.  I'm mostly just reformatting for legibility.
Substitute the desired email address for "third@address".  I've
removed the trailing "quiet:" owner definition as it doesn't appear
to be serving any purpose.

PUT JOBS LIST PW=XXXXXXXX
*
* Auto-responder for job opening respondents
*
* Daily-Threshold= 300
*
* [log in to unmask]
*
* Owner= [log in to unmask]
* Owner= [log in to unmask]
* Owner= third@address
*
* Send= Public
* Notebook= No
* Attachments=Yes
