Which, from my experience, covers about 85-90% of the people on my
list <sigh>.  I've put instructions in all caps, with ***'s around
them, and still, most people don't bother to follow them :|

I'd do the following if I were you:

"Recently, a few people from this list have decided that their 'free
speech rights' are superior to the broad interests of the majority of
people on this list.

From a legal standpoint, it should be noted that people posting to a
list such as this really have no "First Amendment" rights, since the
First Amendment protects against GOVERNMENT enroachment upon speech.
Of course, even the First Amendment doesn't protect all speech!  You
don't have the RIGHT to loudly pray in a public library, because
doing so would disturb the other patrons who are trying to use the
facility for its intended purpose.  In other words, even the First
Amendment has time, place, and manner restrictions.

But beyond the mere legalities of this situation, I'd humbly ask us
to just be thoughtful of one another... and keep conversations here
on topic so that this list can be returned to what its original
intent was... [definition of list]

For the time being, I'll be moderating this list, so there may be a
minor delay in having notes posted.  Please note that I will not
hesitate to revoke posting privileges for those who are intent upon
abusing this list or members on it, and I look forward to once again
moving the list back to un-moderated mode when these disturbances die
down.
