I believe the percentage is just for one message - it rotates through the
list and gets around to everybody eventually.  (I can't say for sure because
we haven't gotten around to install the Sendmail fix that would let us do
probes here yet, but that's how I interpreted the documentation.)  Of course
the percentage would determine how many messages it would need in order to
get the whole list probed.
