This has nothing to do with the REVIEW command. In this context, it refers
to the REVIEW/NOREVIEW subscriber option pair. Like POST/NOPOST, these are
mutually exclusive and can be changed only by the list owner or site
administrator. With the suggested configuration, all new subscribers will
be automatically set to REVIEW, so that postings from a new subscriber will
be forwarded to the list moderator for approval. If/when the moderator
decides that it is no longer necessary to review postings from a given
subscriber before they are posted to the list, the subscriber can be set
to NOREVIEW.
