It works sometimes.  However, the person who posted the query starting this
thread characterized the undesirable postings as garbage and propaganda --
thus suggesting, at best, obnoxes with bees in their little bonnets.  At
that point, the response is going to be "yeah, so who's gonna make me" and
"you're violating my first amendment rights!" -- and, if the Upper Admin is
of the sort who won't hear of forcibly removing these twits, as seems to be
the case, you really are stuck.
 
Yes, of course, write a warning -- perhaps first to the list, a little chat
on the rules of netiquette and what will and will not be considered
acceptable, as well as the calm statement that repeated violations even
after direct and pointed warning will be considered grounds for having all
posting priviledges removed.  Then stick to it.
 
Better  have all your arguments in a row first, though, should someone
complain to Upper Admin ... Something on the order of university resources
being usurped for the deliberate disruption of academic discourse, perhaps?
 
And DOCUMENT.
