When the LISTKEYW MEMO (rel. 1.5d, the latest I've seen) discusses Send=
it says in part "When the list is controlled by an editor, any file or
piece of mail sent to the list is forwarded to the editor, who is the only
person (with the list owner) to be able to actually send mail to the list."
        ^^^^^^^^^^^^^^^^^^^
Do I presume therefore that this policy has been revised since the
LISTKEYW MEMO was written?
