If a list, say TEST-L LIST, has an associated filelist, say
TEST-L FILELIST, can the owner replace a filelist file by using
the list password?
 
If an arbitrary filelist, say OTHER FILELIST, has an FAC, say
TRY, whose value is *+TRY=Owner(TEST-L), does the owner of TEST-L
need a personal password to update this OTHER filelist?  Seems
like s/he does.
