I think you can issue the:
 
SET listname NORENEW FOR superuser@node
 
before you add the RENEWAL= keyword.
 
Nevertheless, when you do the:
 
Q listname FOR superuser@node
 
before you add the keyword, I do not think that that option
will display.  Nevertheless, a re-issue of the SET will indicate
that the option IS in effect.  Thus the reason for my belief
that the order is OK for what you want to accomplish.
 
This was done on a VM/CMS system: YMMV.
