1. Verify the user has a digests subscription (via LISTSERV).

2. Either via a test list or when you know there have been postings to the
list in question, look in the specified directory for the awaiting digest
file (and index, as I recall).  If not there, look at the LISTSERV log of
operations for errors.

Note: Omitting the size parameter defaults to enabling large digests
(10,000 lines).

My guess is that the list has command confirmation on and the user told
LISTSERV to change to digests, but never confirmed the e-mail LISTSERV
