If these are internal staff lists, I wonder why they are bouncing to being
with, that the quantity of bounces would be a problem?

* ERRORS-TO= can be an explicit list of userid(s), an indirect reference to
OWNER or OWNERS, and/or other LISTSERV(R) objects.  Certainly if someone is
no longer part of a list and they bounce, then the accounts group should be
notified (or have notified the list-owner).
