First off, you should be sending this to LSTSRV-L not LSTOWN-L, since 
the former is the list for LISTSERV site administrators and the 
latter (this list) is for List Owners, the majority of which have 
never seen a site configuration file.

What it looks like is that there is no System DSN called "LISTSERV" 
defined or else the ODBC definition for that DSN is not configured 
correctly, or the ODBC driver indicated in that DSN is not installed 
on the server. 

In other words, you need to open the Windows ODBC (Data Sources) 
applet and check that configuration. 

Also, check the LISTSERV logs to see if they provide further 
elaboration of the errors listed. E.g. which list is having problems. 
Also, check *when* the errors started occurring, and see if you can 
figure out what changes to the server were made at the time.
