Well, there is work involved and somewhere, somehow somebody is
paying for this work to get done.  Perhaps your employer considers
this part of your job and it gets paid for that way.  Perhaps it is
done on a volunteer basis outside of work hours.  Not everyone wants
to volunteer their time this way.
 
As the U.S. government is about to cutoff funding for Internet
support, this issue may become more important.  Although the amount
of money is relatively small compared to what universities and
corporations are putting into making the infrastructure work, it is
never-the-less an important component of financing all this startup
work.  As universities and corporations are under more pressure to
support the Internet, many institutions will begin to take a closer
look at where the money is going.  Some listservs may be closed,
moved or cutback as a result.  This will put added pressure to pay
people to keep important listservs alive.
