The SUBJECT line should be the first line in the <listname> WELCOME file.
 
e.g.:
 
Subject:  Welcome to the greatest list on BITNET!
 
:)
 
My welcome files go out 2nd also.  It may be something to do with which
message is processed by the mailer in which order.
