I think what you're doing wrong is assuming you can do what you want
to do with one MAILTPL.

Unless a site has defined a language-dependent template, which will
then also be searched if "Language=" is set to the name of the
language, you have "DEFAULT MAILTPL", which is built in to Listserv
and cannot be changed, and "<listname> MAILTPL", which is totally
defined by the list owner.  For web templates, the Listserv maintainer
can define a site-wide file as well, but for mail templates the only
customization is on a list-by-list basis.
