A term could be added using existing listserv structure, such as this:

  * HEADER-OWNER = [user@address|owner|owners] [,confirm] [,nopw]

This would give the same flexibility in protecting the list header as we
now get with other listowner commands, such as DELETE, and with other
keywords, such as MODERATOR.

(It would also help prevent accidentally setting the digest length to 100
instead of 1000, or accidentally replacing the subscriber list with a sig!)
