A department has 10 lists ( dept-91, dept-92, ... dept-00 ) with the
prospect of a new list being added each year.

They would like the lists configured so that members of each list may
be able to send to their own list as well as any other dept-yy list.

"*Send= Public" is not a possible solution.

If anyone has a similiar setup working, I'd appreciate hearing about it.
