After successfully using Listserv 1.8d, I am now having a problem with
Listserv 1.8d terminating during startup due to not being able to open
\LISTSERV\MAIN\SIGNUP.NEWF1  (Error X'00D00103) because the process cannot
access the file because it is being used by another process.  Prior to this
it says it is rehashing the signups, then it keeps trying to start for a
few thousand milliseconds.  Then the program terminates.

Thoughts, suggestions, or fixes?
