People with these domains can receive and send messages normally but
they cannot do any maintaince work with the lists they own. It seems
that listserv is somehow ignoring their commands totally.

Might have something to do with whether they have correctly set up access to
the servers that their lists run on in order to post their messages.
ie: do they have to have an account?...... do they at least need a mail alias
set up for them, or equivalent?.... does the server specify POSTMASTERS for the
list or do they have to be nominated and/or set up by the listowner?

It would be helpful to see any error messages or bounced messages that
they receive back after attempting to send in a command...... it generally
(term used loosely here :-) shows what type of error is occuring, enough to get
at the problem anyway.....
