I believe you are having two problems.

1. People tend to quote way to much when they reply.  I don't know what you can do about this.  Mail just keeps getting longer and longer the more people reply.

2. Digests contain all the messages that were posted during the day.  If some of these contain pictures or html, that just shows up as plain text which is really ugly since regular digests don't support anything other than plain text mail.   Mime digests have a chance of working with some e-mail clients - Outlook and Eudora as far as I can tell.  You can try this with SET listname MIME DIGEST.

Perhaps you could disallow html and attachments in your list.  That would help the digest people and hurt the regular mail readers.
