The short answer would be to encourage everyone sending replies to quote
only minimally, and in particular not to quote the banner at all.

Often this will require their overriding a default setting of their e-mail
application, but still it is easy to do.

In particular, arranging to quote nothing in the original takes the most
trivial of effort: Hit either Control-A or Command-A as appropriate when
your message-composition window first displays the original, and then
start typing.

Quoting just one string from the original takes only a tiny bit more effort:
Highlight and Copy that one string before invoking Reply, and then after
hitting Control-A or Command-A where appropriate and starting to type
(for example, just typing the original sender's name and a comma, as above),
Paste the string into your message-composition window.

Chris commented on an expectation per Netiquette "that signature blocks
be removed when quoting in a reply." In fact the relevant expectation is
that quotation be of about the minimum needed to provide a fair amount of
context; ideally, one should be able to quote an exact minimum, but people
don't usually work that hard at it.
