With all due respect to the writer, it sounds as though we're being asked
to help spam 25,000 people! If you don't have their names, how can anyone
accept that they have asked to be on the list?

How about sending them all a message with a SUBSCRIBE command built in and
ask them to fill in their own names? You could "spoof" your listserver's
address so their "Reply" would go there. That will guarantee willing
recipients, all with valid email addresses, though how many will depend on
the appropriateness of your request sent to them all.
