Administrative Blurbs

I know that the MAILTPL file contains blurbs for various events (signon,
renewal, etc). But is there (in 1.8a) some facility to put a standard
disclaimer at the
bottom of EACH AND EVERY distribution? Would such a blurb be included in the
list archive as well?
