Yet another thought on this, along the lines of the "second
list with no subscribers" idea....

If someone has an "index" subscription to a list that has Web
archives, does the index file contain URLs for the postings?
If not, maybe that would be a good feature to ask for....
If the index file comes out every time a digest does, it
seems that it should be possible to set the digest size so
small that an index comes out with every posting.  Then if
everyone is subscribed to the index, it will serve as a
notification that there is a new message in the archive.
And if it had the URL, it would be even better because they
could jump right to the posting.
