This is just a guess, because I don't know the details of your list setup.
There are separate templates for
BOTTOM_BANNER
and
BOTTOM_BANNER_HTML
and if you only code the first one, any message that comes through in HTML
and gets read, by a particular user, in the HTML version, will appear not to
have the bottom banner.
