LISTSERV, as a program, is over 15 years old.  Things change over that kind of
time frame.  I do not know the entire history but I do know that some messages
were 'hard-coded' originally into certain preocessing code and the idea of user
modifiable message template files may have come along some time later.  I do
know that this issue plagues us still today and I believe the eventual goal is
to make all messages modifiable, if for no other reason than to allow easy
customization for other national languages. 

However, at this time,  all Development effort is working on new features and
bringing out a new version.  Some additional messages may be modifiable in the
forthcoming version, but don't know which, if any at this time.
