The WELCOME and FAREWELL files are not part of the LISTSERV package. The
possibility for using then is built-in, but the List Owner must create and
PUT both of these files before they are accessible. Until you have done
this the first time, there will be nothing to GET.

Actually your command line is wrong. GET DEFAULT.MAILTPL Do not use the
listname, since the DEFAULT file is the same for all lists hosted on the
site. You got the 'invalid character' msg because you used the listname
and it is looking for a specific file in your list catalog, except '.' is
not allowed within the filename or filetype becasue it is a separator
between filename and filetype.
