Its been a while since I fiddled with the top/bottom banners and I
forgot the details, so I poked around on apple trying to refresh my

Go to your servers dashboard "LISTSERV Command Interface (yourlist-L)

Click on the "List Management dropdown" dropdown.

Select "Customization", then "Mail Templates".

Select Template Category:  "Top and Bottom Banners"

Select Template: whichever one you want, click on "Edit Template"

Hopefully, you can go on your own from there because the 2 times I tried
to do it to make an example, Apple stopped responding.

I think you need a fairly new listserv to do this.  The old way
involved getting the file "listname.MAILTPL", editing it locally and
replaceing it on the server.
