As documented in the 4.3 of the Owners Manual the BULK-ADD syntax is

QUIET ADD listname DD=A IMPORT PW=??????

user2@address Fname Lname     (names are optional, not required)

where ???? is your personal LISTSERV password.

For your one-way announce-only list, you do NOT want Validate=No, it is too
much of a security risk.
