You can't (at least not easily or via WWW) change the name of a template in
listname.MAILTPL.  Of course you should never change the name of any of the
standard templates or things will break badly.  If you add your own templates
to listname.MAILTPL (easy to do via WWW) then these could be changed, but it
is easier to delete and add new.

To delete a template, first find and select it for editing.  When it is
displayed ready for editing, then you can delete it.  First, you might want to
copy the contents to some text file, for later editing and re-adding.  Then,
to delete the template click on the 'Revert' button at the bottom.  This will
delete the template from your listname.MAILTPL leaving you with a blank edit
page.
