LISTSERV should always be configured on a machine with its own Fully Qualified
Domain Name and static IP address  and its own A record entry in DNS so that it
can receive its own mail directly and not have that mail forwarded by any other
mail system.  Otherwise you usually encounter exactly the problem you are
having.
