That is the interesting part. s216... is not part of our server schemata. In fact the user is not even on our University system. Somehow, his domain tsbvi.edu (Texas School for the Blind and Visually Impaired) is replaced with wou.edu (Western Oregon University). I just ran an LSMTP resolve and the s216... is part of TSBVI. I suspect that the user account is no longer active, and the message I receive is basically telling me that. I sent a message to the user - I suspect it will bounce back with more accurate delivery error.
