Because LISTSERV is trying to prevent "mailing-loops", i.e., the sequence:
1. user A posts to XYZ-L.
2. LISTSERV distributes a copy to each subscriber's site,
   including one copy to user B's site.
3. the "mailer" at user B's site cannot deliver to the user,
   for some reason, e.g., user B is over-quota, expired, deleted, etc.
4. the "mailer" generates an 'unable to deliver' message,
   and (foolishly) sends it to the 'XYZ-L' ID, instead of to 'owner-XYZ-L'.
5. LISTSERV receives the new message to XYZ-L.
   It can either go to step #2 (above), and start the loop,
   or it can detect that the "body" of the message contains text
   which looks like headers which it generated,
   and refuse to start the loop.
   Which situation is preferable?  :-)

LISTSERV determines that the 'To:' line in the "header" (see below)
is almost(!) a match the 'To:' line in the "body" (see below).

That's not enough of a "difference" for LISTSERV to determine
that the two lines are "significantly" different.
 
Tell 'EMeyer' to remove that 'To:' line from his/her reply,
and then LISTSERV will accept his/her posting.
