Keep in mind that any such solution will depend on how well the program
can detect signatures.  Humans are good at it, but writing an algorithm to
detect any and all signatures is never going to work 100%.  So, unless you
can enforce a single, easy-to-detect signature style, your
message-to-signature ratio filter will only work on that fraction of your
total traffic that has detectable signatures.
