Yes, the order of OWNER= is important.

If you want all of the owners to be sent all of the "approvals" you need
a line like this:

* Moderator= all,owner1,owner2,owner3,owner4

Those must all be on the same line.  If you use more than one Moderator
line the approvals will be sent to the onwers in rotation.
