Unfortunately for Randy's first proposal, this makes the list
unmoderated.

I'm not sure there's a way to set up a moderated list in which posts
from non-subscribers are automatically rejected instead of being sent
to the editor for approval like any other post.  I certainly don't
see a way when looking at the listowners' manual.
