The EXIT= keyword in a list header identifies a software module that is
invoked by LISTSERV(r) during the processing of various events related
to the list, like join or leave. The module can do all sorts of things,
but of interest in the current context is it can prevent completion of
the join/leave request.

Only a site administrator can activate this keyword.

As for the requirement, even if an email message arrives to your inbox,
nobody can force you to open and read it - but some organizations do
make rules about mandatory list membership.
