Or whenever the digest is timed to be released.  Once the list is 'held' (for
example due to exceeding the daily-threshold) no further messages will be
processed for the list, including no further msgs will be added to a possibly
existing digest.  The digest will still be released at the appointed time
(default is midnight) since it is unaffected by the hold, and it will include
messages up to the point the list is held, but no further.  However, releasing
the digest will not 'free' the list.  That must still be done manually, and you
will get the 'xx files released' message.
