In the list  header you would code "Topics=  Canada" and "Default-Topics=
Other", or "All,-Canada". People would  do SET QUAKER-L TOPICS -CANADA or
you would  do it for  them. The difference  between "all but  Canada" and
"Other" is what happens if you add topics in the future. It is not really
important  since you  can always  do QUIET  SET ...  FOR *@*  when adding
topics in the future.
