As documented in Appendix A or Site Mgr Chap 6 command summaries and elsewhere:

  GIVE filename.filetype [to] user@address

The '.' is required on non-VM platforms.

Note that the file must first be properly registered either in LISTSERV's
SITE.CATALOG or in a LISTNAME.CATALOG registered sub-catalog so LISTSERV knows
it exists.  See chapter on "File Archives".

No.  You can 'include' another template, even one of your own making with the
.IM template_name   
but you cannot 'include' any external files.
