Setting a boucing subscriber with just NOMAIL is more problems
than it's worth (to me):  they usually don't know how to
Q listname or SET listname MAIL to restore and end up generating
mail to the list saying "what happended to list xxx?"  Instead
either an UNSUB or a SET listname NOMAIL NOPOST (current version
of LISTSERV) will inhibit ineffective messages sent by this
user to the list, with a bounce back to them.
