Well, first of all, what do you want?  Do you want the non-subscriber
posts to simply bounce, or do you want to review them for possible
acceptance?  It's not clear form the above.
 
That being said, "Editor" and "Private" are mutually-exclusive
parameters.  You have your choice of "Editor", "Private", "Public",
"Owner", or one of the other <access-level>s (including an e-mail
address) for the first parameter; you can't use two of them together.
It <sounds> like what you want is
 
* Send= Editor,Hold
* Editor= whoever is the primary editor
* Editor= (listname)                (where "listname" is the name of the list)
 
This will allow the primary editor and all members of "listname" to post
directly to the list, while non-subscriber mail will be forwarded to the
primary editor for approval (rather than being rejected).  Of course this
would include spams (assuming that they aren't first caught by the spam
detector), which you can simply discard.
 
I note that the keyword document doesn't indicate that you can only
use one access-level with the Send= keyword.  I'll fix that.
