Subject tags - what am I doing wrong?

I want every message going out from my list (PHARMA-MKTING) to have the tag
[PHARMA-MKTING] as the first characters in the subject line. I set this up in
the header using the following:

*  Default-Options= Repro,SUBJ,REVIEW
*  Subject-Tag = PHARMA-MKTING

This used to work, but for some unknown reason, no longer seems to be working.

Have I done something wrong?
