RFC: Owning Article

          I'm turning a presentation I gave about list owning into a
          written article for the Internic newsletter.  The article
          covers concerns and themes that are not technical, and not
          software specific, considerations before selecting software
          and reading documentation.

          E mail me off list if you'd be willing to read the draft and
          comment. I'd like to include some quotes from other owners.
