I am a co-owner of CIUW-L@PLEARN (SUBSCRIPTION=OPEN) and I am
intrigued by the following phenomenon: sometimes the owners receive
just notification about new subscriptions, signing off etc., and
sometimes they receive REQUEST for subscription, removal, change of an
option etc.
 
My first guess was that this fact can be related to the rather
unusual setting CONFIDENTIAL=SERVICE. I have changed it to
CONFIDENTIAL=NO but it did not helped.
 
I will appreciate your suggestions.
