Are there multiple text/HTML parts in the incoming message?  Is it 
possible that ListServ adds the footer to the bottom of the first part, 
which might be empty, and then the next part has the message the user 
typed?  This could cause the appearance of the footer being before the 
message. 

You'll need to dig into the format of the message as sent by Comcast's web 
interface.
