This assumes the original sender used a mail program which structured the mail
attachements correctly.  Some don't.

Separate attachments are a fiction.  All mail with attachments is really (in raw
form) separate MIME sections.  If they are correct set off and separated and
read by a capable mail reader program then it works.  i.e the "attachments" can
be detached and decoded.  If the mail reader program is not capable, then all
you see is MIME junk.  Fix is to get another mail program that is capable of
detaching and decoding.

You don't.  LISTSERV passes it through unchanged.  Do make sure the user in
question is not set to SHORTHDR as this eliminates the headers necessary for
even capable mail readers to correctly interpret the mail.
