Greetings,

I recently set up the TOPICS keyword for my mailing list and I defined
three topic keywords that are available.  However, some people are still
receiving some (not all) messages that they've requested not to receive.
When I check their options, they are set correctly.  I've not been able to
find any consistant pattern for this.

Here's what I've got defined in the header:
*  Topics=FLUFF,PERS,TSR
*  Default-Topics=All

If anyone can shed some light on the matter, I'd appreciate it.  Thanks in
advance.
